I don’t think they scrapped Kim yet. I have no idea why they still are having trouble with Kim. Well maybe if the next patch notes have no Pixar characters, at least they might add Kim in there if we are lucky.
6 months to make an average character… a year to make Kim which is twice as much. I’m confused with Perblue’s excuse to make her.

Why can’t they do her normal look. just like everyone in the game.
They probably are finishing her up at a later time, considering they have other characters they choose to work on. Also consider that we’re in the pandemic, so it could hinder progress on her development.
No. If they can do other characters during pandemic they can do Kim Possible during pandemic.
