Because contests are usually announced in about 23 minutes time.
Why you ask? Contest will be annunced in 22 minutes like it has always been since the beginning.

No. Its in 14 minutes. Dont depends on where u live. For me its 22pm for some others is 16pm for others is 3am. Always been in 14 minutes.
