It could maybe be a tease for him coming in the future? Trying to think positive here.
It does look unlikely now though which kinda stinks. He has tons of fans including myself. He’s even in DSA which is awesome. Hopefully, he’ll come eventually and this was just a little tease.

I don’t think I’d call this an outright “deconfirmation” for Barley. It read more to me as a “Oh, Ian just can’t find him right now” type of quote than a “He’s not in the City period” quote.

He also does mention him several times on the Goliath campaign so either way, he’s definitely not ignored in this game.

He was “kidnapped” and that campaign was all about finding him, it’s similar campaign to Duke-Woody.
