The rule just makes no sense!
It does. Backliners are frontliners and frontliners are backliners 
Question is, will skills that affect frontline/backline heroes be reversed? For example, would Max’s white give SP to tanks and normal frontliners, or will it give Hardy like usual? 
The former
I think they only start the battle swapped. Then frontliners will simply walk to the front. While backliners will be stuck there unless they’re knocked back (not unlikely seeing that’s how you get points)

Does new rule for Arena mean that Meg always will be tied to herself?
EQ is more in the back in the battlefield than Meg, and if they’re the only two fighting Meg links still to her.
She just ignores herself and links to other frontmost ally.

I doubt that would be happen again
You can test Meg with B&B or the Evil Queen and she won’t link to herself. So I’ll assume the same thing happen with this Challengers rule
