Right now she doesn’t really need it
(Altough it wouldn’t be bad, she could still benefit from a few minor changes and maybe a bit more base stats)
i doubt it, people feel really mixed about her, some people like Musketeer think she is High A tier and even almost S tier, some people like me find her mid-low B tier, she is a confliction of tug-of war, and if PB sees people thinking so highly of her, they would most likely want to refresh someone “worse” than Kim, at least until she becomes useless, at least until everyone considers her C tier.
And you have her maxed and tested her out? 
Would be good if she could heal all allies again, but the upcoming talents make it possible.

no, but based on her skillset that is how it seems to me, and based off other people (except you) I think she fits mid B tier
So how you can even rank her?

Opinions I’ve seen on her are mixed overall. But I can say for sure she’s not bad at all. I mean I’ve used her as the only damager to take out entire meta lines before, without any study synergy either. All she lacks compared to the top heroes is aoe, and even then her hits are frequent and very strong, and her lipstick does have some aoe.

That’s pretty much all what blocks her from being (maybe) even S-tier, she has range of attacks front, back, and random enemy, but it’s all single-target, apart of that lipstick move, but it’s not really enough.
Her green skill could be easily AoE… animation already covers quite a lot of space.
Her base stats could be always bigger, why not, but her damage is definitely very high, and she is very fast too. Kim also got all secondary stats maxed (the cone she needs).
Not much to complain… only her lack of aoe. 
People just seem to force her into study-based teams, and yeah, she makes them much better, she is literally the foundation of that type of line… but she doesn’t need study to work, and the problem is also that pretty much all debuffname-based teams are failing as there is pretty much counter to everything, 5 years of new heroes did that.
Only stun and energy steal doesn’t have a real direct counter. 
Again, a size scale between two characters that i find really weird. Meilin Lee (13 years old) and Quasimodo (20 years old)
I feel like Quasi should be bigger
