Well Moana is not that bad. I would feel sorry for you if it was Frozone, but Moana can still be upgraded to be usefull in Surge or can join in for City Watch if she needs working on collection.

Usually there are 3 additional stat boosts in red skills…

If I were a PB dev I’d say give him bonus skill power.
