Well yeah, in a real situation if Quagsire survives an attack Lucario has, Quagsire can just use earthquake and magic, but there are better Pokemon for that.
Quagsire is usually a support Pokemon than anything, so in a real situation Lucario wins due to Lucario being used as a offensive pokemon.
I know a pokemon that’s better!
