Myself and a teammate attacked a car at the same time, they cleared the bottom 2 lines and i cleared the top, however all three lines of my guys were used and i can not use them now to make another attack.
Toons are available now, looks like once the car was defeated they came back.
Why does this sound intentional?

Yeah completely unintentional the war had just started and we both chose the same target. As you can see there are only 2 attacks at this point.
I understand what you saying, but it is very likely for this to happen right when war starts.
