Invasion Power-Up mystery

OK, this one has been confusing me for a while - What precisely do the regular cumulative power-ups do in Invasion? Some of my characters seem to get far more out of them than others, and when I power up everyone in a team evenly the power list for my characters seems to rearrange itself a little.

For instance, Scrooge is my second strongest hero overall. He is level 175, Red 9, five stars, and has a total power level of around 200,000

Hiro is my seventh most powerful hero, at level 146, Red 0, five stars, power level 150,000.

Over the course of this latest Red Invasion, they have been given equal power-ups. Hiro has ended up above Scrooge on my hero list sorted by power. Can anyone explain?

If you go into your Hero list and press on the flame over their picture, it shows exactly what boosts the powerups provide -

Hiro has ended up above Scrooge on my hero list sorted by power.

Skill levels go far beyond what is given in hero levels by the Invasion power-ups. That gives Hiro extra power, because it powers Megabot extremely high. When Megabots grows in leve due to that skill levels, Hiro’s power will grow with it.

I see. For reference sake it may be worth mentioning that Hiro’s skills are generally higher level than Scrooge’s. Might that be of note here?
