I put the scar friendship disk to my Scar, this way he can start the round with that huge hurricane… but the hurricane is not happening in the begging, he first do a basic attack and then he comes with the hurricane, is that right?

Many hero’s start-of-battle effects aren’t working as intended at the moment, it’s a bug that’s (hopefully) being worked on
