I experience a lot of missing characters on my server. I point that I play this game from October last year, I installed all the updates.

Since your Server is just new, it still needs time for New Heroes to arrive.
What I can give you advice is wait. There are currently >45 Heroes in S1-8, 15 Rarities, and a max level cap of 105. That’s too much grind if you ask me.
