There seems to be an issue with randall. I’m not noticing it on any other hero but when you up his mods the worse his damage output gets. It seems very very strange. Seems like hes broken or there is an issue somewhere.

Your best bet is submit an in-game support ticket so that Support can look into logs. If you don’t know how to do this, click on your icon in the bottom left of the home screen, a Support button will show up click on it and then follow the prompts.
As a future FYI, making a statement without providing any sort of proof or screenshots or anything and then trying to tag someone is pretty much a guaranteed way to be ignored. I just took a look at what you explained, but I’m not having any issues with Randall’s damage going up every time I level a basic damage mod.
