Allow me to rephrase:
A few times it has not happened this way but everytime Polaris pre posted them they arrived on schedule. The times it has happened where it was delayed are the times when Polaris was typing it up that very morning and was making edits when it was supposed to be posted.
Well, we just have to wait.

Update (server restart) always come on ‘‘whole’’ time/hour, while patch notes are unpredictable, even for PB office, during testing something can break and thing will be ‘removed’ or ‘added’ to patch notes.
It takes some time to give final results - patch notes.

Guys, are you sure patch notes will be released this week? Since HD&L have been released very recently, they might be released next friday, and the update on September 17th.
