Refresh is a buff. Honey and Bunsen don´t need a buff. Rather a nerf.

Well Hes OP or I will say a buff isnt needed for them. 
Exactly, he has different uses with the disk. Pe for Invasion, An for PvP.

Ralph, vanellope, E-girl, Frozone, and Yax need a refresh, because they are too easy to defeat.

They need this more than anybody, because tutorial is difficult because of buffed heroes like Dash and Mr Incredible.

Is Launchpad needs a refresh? Because he’s have’s one attack
Some heroes do have one attack, but I don’t think Launchpad needs one
