02 (oops, even worse) 5* creeps are way too weak with R2 stats and red skill (+ bonuses).
Higher setting for +140/150 players with mentioned creeps will be fine.
Heist could even use empower system from invasion to make things serious.

I agree we don’t need OP characters.
but A~A+ rank power(at your tier list) characters are OK imo
I also love collecting characters !!!

This sounds like a fun idea. 
What would really be cool is if PB nerfed the newer heroes into balance and forced everyone to really think about their team. It’s a win-win scenario, the players have a mode where we can escape power creep, and PerBlue wins because we’d have to spend more resources to build a team that’s near useless in every other mode.
I wholeheartedly agree with this. As cool as having new characters is, any new hero is going to be another big shot that everyone has to pour resources into to stay on top. What we need in place of them are Hero Refreshes!
