Tarzan would be a very awesome addition to the hero roster, but I think Disney lost the rights to Tarzan. I don’t know if it’s true though.

Yes, they still post Tarzan stuff on social media, they were even featured at the D23 Expo (I read it in an article), but only up to that point. Disney won’t do anything for Tarzan except posting stuff.

1.14.2 was pretty good though. If it is even better, then great! All we know for sure is that there are a few character and a hero refresh for Stitch (who, after all, needs it).
Tarzan is on Disney+ (technically) so I’m quite sure that Disney still owns the rights to its own movie.

Unfortunately, due to trade agreements, Tarzan will not be watchable on Disney+ until June 23, 2020.
Disney’s deal with Netflix allows some of Disney’s movie to air on Netflix for like 18 months. Until a movie’s 18 months are up, Disney+ can’t stream that movie. This is the case with Tarzan.

Ha in your dreams, Polaris has explained that he depends of other departments to finish what they will bring in the update so he can add it. That’s why he tell us about the pending approval situation over and over again.
I don’t know if some of this is valid for Tarzan:
1° Disney don’t own the right about Tarzan, they belong to someone else. So addition deals have to be made it to make him available here.
2° Disney hasn’t approved that Tarzan can be included in this game (situation that keep happening with the skillset of Belle and Anna)
3° PertBlue can’t find any possible skillset for Tarzan with the current media that justified Tarzan in this city and fighting abilities (this comes more of the Edna Mode question)
4° This hasn’t been considered yet in the roadmap PertBlue have already for next year.

I used the word “IF” that don’t mean that any of this is happening right now. They are possibilities related with what we know (thanks Q&A with developers) about the process a character need to pass to get in this game. Maybe he is planned in the next year roadmap maybe not. This is like gambling, we can win or we can lose.
