Tuk Tuk could be with Raya and the monkeys would be associated with Little Noi somehow

I’d say Tong could also go with Mr. Incredible. He hasn’t had a friendship in a while and they both are strong but with kids. 
Absolutely for Jack Jack, but I’d say Robin Hood isn’t the kind of thief for this. Aladdin would be better in my opinion.

For Boun, instead of Hiro, how about Dash. Or even, Alfredo & Remy, Collette, Swedish Chef, or any other cook.
A friendship with Swedish Chef would be really funny imo
There’s also alternative was The Menticore or The Genie
Or manticore. I could see a friendship where Boun helps out Manticore with her tavern!

Tong friendship with Bogo & probably Captain Hook cause he almost looks like a pirate
