Reducing the stamina costs for lower chapters

Since chapter 12 was introduced the stamina costs are at a constant value of 12 stamina per attack (which is high but (barely) affordable).
One of the problem of this game is that it’s very hard to catch up to the top if you’re starting late.
That’s why I’m suggesting to reduce the stamina costs of older chapters. This would give newer players a chance to catch up. The older players mostly raid the last three chapters, so this wouldn’t be extremely useful for them (and wouldn’t hurt PerBlue economically by extension).
