Wondering if we could get a comment on why some select players have access to John Silver before the rest of the server? Is PB going to make a habit out of releasing toons to select individuals before the rest or was this a one time occurrence?

Apparently there was a gift that was given out to the top 1-4 players on each server which contained John Silver
Lie, no such gifts exist. Also if my picture is the guy in question, 607 collection level is impossible as of now. (In S24 at least, where the pic is from)

A friend of mine discovered that the maximum level in collections is 1,206 (or something like that) 
(He is a dataminer, and he found the max level in the file.)
It can be technically infinite due to dupes from cosmetic crates over and over.
But the pic posted was from S24 and they had barely any orange cosmetic crates deals. Not enough to unlock even half of all cosmetics.

Apparently, it´s S21 not S24. But the way the guy on chat posted it is WEIRD.
I mean it is ok to say the truth. But to tell anyone the top 4 players got a special Silver gift is a mega lie.

Well, I guess, to get level 607 you have to open a ton of crates. Maybe even enough to complete a set of a character.
John Silver will only be available from Arena and Coliseum Challenger season rewards with the new season starting on December 30.
2.5 Patch notes said that. The same patch notes said:
Cosmetic Collections for the Sign-In Hero and Event Exclusive heroes will not be available immediately. This is to prevent players from completing collections to unlock these exclusive heroes.
My guess is they didn’t intend to release him at all but they totally forgot about challengers collections. 
Challenger season reward heroes aren’t classified as Event Exclusive heroes. Whether that will change with the next Challenger hero remains to be seen.
