I’m not sure if this is something new that was put in place without warning or an error, but on server 18 for the past 2 days my guild has been unable to attack more than once per participant. IE, I attack a district, win or lose, I try to attack another distrcit and get the message “You’ve cleared the maximum number of districts for this wave!” Ok cool I’ll wait for the next wave, next wave starts I try to attack another district and get the same message. This is happening to everyone in my guild. If this is a new rule with surge we should have been warned before putting in place, if not please fix it and give us another day, or a week of double surge rewards as compensation.
There’s a guild setting for this that can only be changed by Champions and above, I think. Someone must have set it to 1.

the same thing was asked about a month ago and @Lord_Skellington had the most thorough response. your guild leader has set the limit to One.

Pip is correct. Champions and the leader can change how many times a guild members can attack each surge. It goes like 1,2,3,4,5,10,20, unlimited as options
