Once I saw one guy in forums, who reached more than 10000 levels in Invasion’s breaker quests. So, I’m sure that you just can’t do teams for every level and you have such a procedure generating teams there.
So, I have one request : can you please make up teams in CW and Surge this way? Because now this is just pain 
I think with this algorithm CW and Surge will become easier and not so annoying.
I prefer teams drawn from other players, as it gives me a chance to practice against lineups that are actually being used in-game. However, I do think it would be good to have a restriction that no hero could appear more than once in any one region (except for 21-27, which is weaker and larger, where the limit could be twice).
