They’re working on the new color and plan to introduce it in update 2.7, currently scheduled for March. I don’t know if they originally planned to end Red at 16 or were just going to let Red run until they had the new color ready, but it’s not like they ever promised to have a new color ready after Red 16.
I know it’s good for the characters R17 and R18 are next

Welcome to the community! And it’s just how they make the character, they usually don’t use 2 characters from the same franchise as friendships to a character from said franchise 🤷🏻
Sometimes they make 2 or 3 or 4 or 5
What i’m trying to say is that they won’t use two characters from Zootopia to be friends with Clawhauser from the same movie because it’s pretty unoriginal. Like Joy for example, she is friends with Anger, Anger is from Inside Out, just like Joy. But her second friendship is Olaf, from Frozen. My point is, it can be unoriginal to use characters that have already met through the same movie.
Well, they did for some of the earliest characters, like how Mr. Incredible has one with Dash and one with Elastigirl or how Finnick has one with Judy and one with Nick. BUT they’ve stopped doing them since then, which I appreciate.
Yes they didn’t seem to care about being original then. No offense, PB 
Probably because there weren’t many characters to choose from.
But now, yeah, since they have added more characters, they have a larger selection to choose from.

Very nice to see another Zootopia character being added. I still think a certain ewe would be great to have in the game.
