It’s the same icon used in Summer 2019. 
If PB likes to use popular characters then why not Kermit? Kermit is very popular, maybe more than Elsa and he didn’t make it. 
At least Elsa won’t show her face, it was getting annoying.

Yeah they can’t be using the same ones they used before they got to have new characters that are related or haven’t been on the icon

Donald was in the icon, but with Minnie. It was actually the best icon so far.
Need to agree here, it’s getting repetitive and boring (lazy). Elsa even was in Halloween icon.

Yeah Infact we had enough with Elsa on the icon. But there was this one icon with Ralph and it was the first day the loading screen changed

I have my doubts about Kermit being more popular than Elsa at this time, but I do think a Kermit/Swedish Chef icon would have intrigued gamers who’ve overlooked the game so far.
