Maybe you could check your 0 VIP alts and see if the craft option is there or not?

Yes, the Muppet characters are tied with The Incredibles and Zootopia. All of my Muppet characters have 3+ stars, 4 with 5 stars, 2 with 4 stars, and 1 with 3 stars (so far).
