Because Tibbs is such a lesser-known character that most people probably wouldn’t think of adding him (or either of the other characters you mentioned) to the game.
And I say this as the one who made that Napoleon & Lafayette concept a while ago.

Regarding the idea of adding house cats to the game: No.
The house cats of Disney are just cats. Their skillsets would be very bland. O’Malley? Cat scratch, cat meow- done. Lucifer? Cat scratch, cat meow- done. Oliver? Cat scratch cat meow- done.
It will be the same thing over and over again. Nothing special.

O’Malley I think could actually be a pretty good Charmer and Buffer.
Could probably do some decent damage as well, but I do think Charm especially fit him.

I watched both of their movies, and they honestly suck
O’Malley isn’t even as big of a character as Disney makes him out to be. He’s just a bland character. Oliver? Same.
