Judge Crazy but I guess the clue is BEINGS. Genie is a obvious magic BEING thay have magic.
But heroes like Madame Mim aren’t magical BEINGS they have Magic but aren’t Magical BEINGS at all.

I’m not the first to always ask for her but I think it could be related to Kim Possible.
I mean she was mentioned in Joy/Olaf, and while it’s debatable for Joy, Olaf DEFINITELY is a tiny magical being.
