Pete didn’t basic attack for almost whole battle.
When he was silenced he completely did nothing, without silence he uses normally his other skills, but never basic attack.
No idea why.
Regarding that…
It seems that silence makes Pete unable to basic attack, which obviously isn’t how silence works.
I guess it’s due to purple skill, but it’s a passive skill and those never are affected by silences.

Could you provide a video for this issue?
A bit messy but clearly shows when Pete was silenced he did nothing, there was a period of time he was charmed (only) and he attacked allies as he should.
btw, Give him some tenacity in future ranks 
Also, this video shows the big delay of his damage from his white skill.

I am more concerned about Sisu not having any Tenacity/Evasion.
Tried the Friendship Campaign chapter that blocked me, still can not fight the freeze monster.
Raising her badge level will not work, because she does not gain anything to these stats when it is increased.

If it’s the one with Mushu, his white skill can cleanse her from the freeze if timed well
power ups give Tenacity - as oddly as that sounds…
all you just need is over 200 power-ups to make it work. 
and again, pointless work for a worse disk.
Ursula’s White skill does absolutely nothing in surge, she does animation and nothing is happening.
Not the one with Mushu.

Friendship Campaigns are really messed up if that’s what it takes to pass the second battle in one chapter.
For the one with Mim, you’ll probably have to upgrade her a bit

Maybe Baloo was disabled when that happened.
It takes one year to get a hero to Yellow, with Level 250, and maxed out skills. Isn’t there a faster way to promote a hero to Yellow Rank and max out their skills in less than 2 weeks?
It looks like the scores were sometimes displaying negative numbers.
