On every server except mine (server 9) has the “into the fray pack.” I have not bought the into the fray pack yet. Please help!!

It is a “unique” offer. That means it is not being made available to all players. This is fairly common, undoubtedly you will have had offers in the past (and will do again in the future) that are not being made available to some other players on your server.
It’s frustrating when you aren’t getting offered something which you know is available to someone else but it is actually a pretty fair way of having some variation in the game.
I have never had that offer in the past.
It might not have been this offer specifically. In theory absolutely any of the offers which are made available could be “unique” ones. I presumption is that you simply haven’t noticed it before (easily done).
My point is that it isn’t a bug as such, just the way the game works.

I believe the “back into the fray” deals only show when you have not made a purchase for X period of time. If it’s not showing, you must have purchased a deal (or deals) recently.
