Ain’t it absolutely annoying that in heists that every new hero starting from shego all the way to Anna seems to always be off duty?
Actually, that’s not true.
This image proves that Phil, Winifred and Anna, all released after Shego, can be on-duty.

Off-duty heroes are chosen by how much they are used, more players use the hero = higher rate to be off-duty.
Basically… better heroes are usually off-duty.
and none of them are… great

All the heroes i have are offduty for a week. So i cant play shocking heist.
