When I open the avatar board, I notice that there are some avatars that when I choose, they always show me “avatar not unlocked” messages and my avatar is reverted back to the old one 
Why is that???
If I can’t choose them as my avatar, why makes them available for me?

It is because you do not have any heroes that are that rank
Let’s say you have o3 heroes and lower but you wanted to have a o5 badge for your avatar you would need to have at least 1 hero that rank is o5.
If that’s the case, they should not be shown as “Unlocked items” in Avatar board… It’s so confusing

No. The reason it says “avatar not unlocked” is because those badges are not available in your server
