Bill Cipher Concept (Likely)

Entrance: A triangle with an eye appears, then the eye rolls over and Bill pops out.
Victory: Bill summons a piano and begins playing.
Defeat: Bill turns into stone and shatters.

Quote: Gideon: “You’re insane!” Bill: “Sure I am, what’s your point?”
Basic Attack: Bill fires a blast from his finger, dealing Fantastic Damage.

White: Strike a Deal
Bill makes a deal with the Most Wanted enemy, Charming them until Bill runs out of Energy. This Charm cannot be Cleansed or Evaded and its duration cannot be reduced by Tenacity. While this Charm is active, Bill is Invincible and cannot be Debuffed and the enemy is Berserk and gains 150% Attack and Movement Speed. After the Charm ends, the Charmed enemy is dealt Normal Damage and Confused for 10 seconds.
If there is no Most Wanted enemy, Bill targets the enemy with the most Buffs.
Animation: Bill leaves his own body, leaving behind a stone statue of himself before flying directly into his enemy’s mind.

Green: Bubbles of Pure Madness
Bill summons a wave of bubbles, dealing Fantastic Damage to all enemies and inflicting them with a random Disable for 8 seconds. Enemies damaged by this skill are dealt Fantastic Damage over time for 6 seconds.
Animation: Bill does a thrusting motion with his hands as a wave of giant distorted bubbles drift throughout the screen.

Blue: I Know Lots of Things
Bill demonstrates his knowledge to the enemy line, Cleansing him and Removing all active buffs on each enemy and Silencing them for 12 seconds. Bill can cast this skill even if he is Silenced, Stunned, or Frozen.
While Bill is in battle, all enemies are Studied and take 25% more Damage from Crits.
Animation: Bill grows giant, shining a spotlight on the enemy team from his eye that flashes various symbols.

Purple: Pain is Hilarious
Whenever an enemy is inflicted with a Disable, they are dealt 5% of their Max HP as Fantastic Damage, Bill gains Skill Power and Basic Damage for the rest of the wave, and Bill and all allies gain 3 Stacks of Hardy. Bill can gain a max of X Skill Power and Basic Damage from this skill.
Bill is Immune to Charm and whenever an enemy attempts to Charm him, he instead Stuns them for the duration of the Charm and deals Fantastic damage.

Red: Bringer of Weirdmaggedon
Enemies lose Reality every second for 10 seconds while they are near a Disabled ally.
The Bubbles from “Bubbles of Pure Madness” can hit each enemy multiple times and whenever an enemy is damaged by them, they are Corrupted and lose 50% Attack and Movement Speed for 6 seconds.
“I Know Lots of Things” now deals Normal damage to all enemies and Blinds them for 8 seconds.
Whenever Bill inflicts a Disable on an enemy with a Disable, the duration of the Disable they already had is increased to its original Duration. This increase is lowered if the enemy is above level X.

Bill and Hades: Bargain Bin Bargaining
Bill has no need of deal making since gaining physical form, but keeps a tab on everyone involved in his old trade for his own amusement. This leads him to overhearing Hades complaining about some people that still owe him a few favors. Bill decides to offer a hand on his “renegotiations” as a show of strength and to aggrandise himself for future purposes…

Effect: Whenever an enemy is hit by a Charmed enemy, they get a -10% (+10% per star) Attack and Movement Speed decrease.

Bill and Magica: Incantation Frustration
Bill is ecstatic to finally be free of Gravity Falls’ bubble, even if the City has dampened his abilities somewhat. He rushes off to unleash himself on the world, only to be enraged by a big fat THUD upon reaching the City’s border. Once again he is trapped, only this time has no idea how to counteract it. Magica appears, expressing her own frustrations with the City, having to deal with so many other powerful magic users. She proposes a plan to get what they both want. Steal the supplies of the greatest magic users they can find in order to find the city’s weaknesses and escape the totally, 100%, no-doubts-about-it, magically enforced border.

Effect:
Bill dodges the first 2 (+2 per star) attacks and Skills at the start of battle and after using “Strike a Deal”. Bill inflicts a random enemy with Weakness whenever he dodges.
