Unlocked this broken avatar in a cosmetic crate. It says Avator not Unlocked when I try to select it. Is this something that I will unlock as I progress in the game or a bug?

I think I know what that is.
Datamined information that spoils upcoming things is illegal. I nor anyone else is allowed to talk about spoilers lurking in the files.
But I am a dataminer, and many people can back this up. So I can explain something that is happening here, that I know partially because I’m a dataminer, and partially because I’ve seen this happen in another game.
Anybody heard of MissingNo. from Pokémon? If you haven’t, long story short In Red and Blue every single location has a table of letter combinations, that represent what Pokémon can spawn there. In order for you to be able to be taught how to catch a Pokémon by an old man, the old man replaces you in the encounter. In order to keep your name remembered, it stores your name in the Spawn Table. Well the town the old man is in doesn’t have any Spawns for the table of spawns, so the table does not reset. If you immediately fly away to the only other location that has no natural spawns, and go to the beach and start surfing Weird things will happen. You see “beach tiles” at the very bottom of the beach have some water on them, so you can surf on those beach tiles, without the board of spawns resetting. But since you’re in water the game thinks spawns should happen, so it calls on whatever you called yourself as the letter combinations that determine what spawns. Backtrack, during development Pokémon Red and Blue was going to have 190 Pokémon, see where I’m going this now?
When you surf on those tiles, if you have the correct combination of letters in your name a garbled mess of pixels will appear as the Pokémon. You see, the game attempted to get a Pokémon in the missing numbers, because back then, developers didn’t really know how to delete things properly. The mess of Pixels and horrifying noise was the game calling on junk data, most of which was the remains of the removed Pokémon.
Now what was the point of that story? You see in Cosmetic Collections the spots where there are ?s that say “Coming Soon”? Well as a Dataminer I’ll tell you only some of those actually have Unreleased Cosmetics. So one way or another the Cosmetic Crates somehow have some of these in there pool of possible drops. Nowadays most games have placeholders, so that if something gets out it at least looks nice-ish, The Avatar you received is The Placeholder Avatar/Placeholder Badge. It’s shown up in a few other places before.
You ended pulling one of Cosmetic Collections Missing Nos, but the game is doing something like “Tagged Coming Soon = Don’t Let Player Use. This Player has it. The Player Attempted to equip it = No, Player cannot equip it.”

A slightly more simple explanation I found on reddit is that this is likely content that is currently available on other servers that hasn’t become available here (22) as of yet. But it made its way in to the availabile crate loot.
This is for a hero that isn’t released yet and accidentally was added to the cosmetic crates. Once that hero is released, the avatar will be usable.

I noticed both avatars are different, one has a question mark and one has the word any so @Polaris are they different heroes or the same hero
Same hero - it just shows a different shape depending on what screen you’re looking at.

Yeah when I saw the “Any” icon I thought maybe I was being given the choice of any hero to select an icon. But then it changed into the “?” one later.
