My guild mates and I are having trouble with the surge during the contest. We can only make one attack. Is this a bug in the game or a new rule for the contest?

No, it’s a Guild Problem. Try to check in with a Champion or the Leader if they can change the Surge Limit from 1 to No Limit.
You can change the Surge Settings via Surge > Settings near the Shop Button > Minus Button.
