The size of the server. They’re called instances, and they come in different sizes. S19 was running low on memory, so we’re increasing the size.

Because they felt they should make a gesture of goodwill. It certainly isn’t something they needed to do and hopefully people will be grateful for getting something, rather than complaining that it’s not enough and asking for more.
