Just about the response I expected, actually, although I also thought you’d say that PerBlue should have made all heroes part of this invasion team to guarantee no one got screwed. Which is an invasion I’d like to try at least once, honestly, just to see what an Animal/Mim/Randall/Pooh/Megavolt team could do.
You want an actual response. Sure hun. Heist and wars are a miserable/privileged process within the game. Wars rely on constant wins/chips which requires a solid guild. Only top 25%ish players on servers will have access to that level of chip currency. Heists are still a waste of time, 10-20 min and hoping that other players won’t bail and make 1 or 2 people do the work.
Also the toons you mentioned. Pooh, mim, animal, volt. All have extremely fast kits. Much faster than the base of toons available in the game. Maybe if pb spent as much time on the older toons like they did on the new toons there wouldn’t be such a difference in potential kits within team builds. There you go hun. A response.

Lower-ranked guilds can usually reach Legendary status in War because they’ll be matched up with other lower-ranked guilds. Guilds ranked somewhere in the neighborhood of 6th to 12th may struggle to reach that tier because they’ll be facing the top 5 OP whale guilds so often, and of course the bottom 5%-10% will struggle with it too, but everyone else should have a reasonable shot to win 7 out of 15 wars per month. If you’re in a mid-level or fairly-low-level guild that’s consistently missing out on Legendary, either you need to find a new guild or someone in the guild needs to learn just the bare minimum about how to be competitive in War.
Heists are available for everyone in guilds; get together a group of competent people, and you can finish off the hardest heists in under 10 minutes consistently, under 5 minutes if you do a blitz heist and don’t guard diamonds. If you choose not to do them, it’s not because it’s something closed off to F2P players.
