Well, with the next contest you can up him and then use BB Crates? 
Or during FTN, which gives even more BB Crates anyway.

It says that the rewards of contests give them but it does not say anything about the cosmetic crates and that is why it implies that it may be a Bug
It’s not.
All borders say they’re unlocked from contests (except the ones you buy in the collection shop), cause that’s how you got them before cosmetic crates. You can just tap on any random border you don’t have
