IMO one of the best ones is Bellweather being evil. I remember when i watched it for the first time I had to rewind to make sure I heard everything alright lol.

IKR, she acts all sweet, innocent, and under appreciated until the end where the plot twist hits.

That’s not really a plot twist.
A plot twist is something unexpected despite it being in front of your face the whole time.
Like Vader turning out to be Luke’s father, or Hans not loving Anna. Those are plot twists. Woody staying with Bo is a result.

It’s not a plot twist, it was an emotional ending. Woody staying with Bo twisted the plot in no way whatsoever.
I absolutely love Zootopia and Bellweather. That plot twist was really well written and each time I watch it (I’ve seen it at least 30 times by now) I spot something new that points at her being evil, such as: Dug’s phone number on her computer, the ease of her accessing the city cams, etc.
