The extra arrows only happen when the enemies have reduced armor. Seeing that enemy stats reset for each fight, I’m gonna say that her extra arrows don’t stack over multiple fights.

Not really. Extra arrow is added every 3 times armor is reduced, not when enemies have reduced armor.
