Finnick works well with most people. Mad Hatter is actually a decent partner, because his slow from his active would add onto Finnick’s van, stunning more enemies. Elsa is always a good option, as Finnick’s super long slows help her deal higher damage.
I would also experiment with pairing him with Mr. Incredible(El). His high Armor shredding would definitely help Finnick, especially when his Nick Disk helps him spam his active.
