Fortify The Network - Top rank is new account

I am fairly new to this game and currently playing on server 21. In the “Fortify the Network” contest, you get rewarded for spending diamonds.

On server 21, there is brand new account at 2nd rank with over 65k diamonds spent in 25min (see screenshot). Is this something happening on all servers?
Is it a PerBlue account, if so can’t they be more subtle?
