I use PowerPoint sometimes, I also use IbisPaint x, which is free.

I tried making Joe Gardner, and then it went full Mr. Potato Head mode 
couple things: the eyes ruin it lol, and goofy was my base

Not bad at all. Great for a first attempt.

I do however recommend drawing over an emoji as a base. Makes things easier + you can keep certain elements.
And there is already a Joe emoji
