Today I went up to level 59 on my second account. And I always do the city watch on the Difficult Difficulty and I have always managed to pass it with only one team.
Today I go in and see that they put ONLY ONE Quorra P+4 and obviously defeated all my heroes.
It bothered me a lot since I could not finish the city watch, I was just going in Level 3

Do you take off the memory disks before resetting CW? That can help reduce difficulty

It is based off your top five characters. The stronger they become, they stringer city watch becomes.

I never said you would beat her, but if you keep about top 15 heroes balanced, you should be able to beat them. Nick/Zurg and sulley are good in city watch. Try using the right characters to beat citywatch.
