There’s probably more if you put into account characters that only have 1-2 speaking roles. I say the only way to confirm is by watching every single Disney Movie/Short/Special and watch the credits for characters. Then add them all but this would be really hard since Disney+ doesn’t have them all and some of those aren’t on VHS/DVD
