I saw the announcement of the new 1.4 update and I was wondering why the new characters are available only in servers 1-8. What about the servers 9-12, when they will be release there as well? Anyone knows?

Well, 9-12 are still developing, you should get those heroes in the next update though.
А мне интересно: это всегда так будет с обновлениями, или они потом начнут выходить на всех серверах одновременно?
