Well it’s a theory from the wikia. Maybe it’s because the desire that brought Olaf to life? But the later ones were because she got more powerful???

I saw him wearing the Captain Hook one, and I believe he’s going to change into the Yzma one for the party (everyone make sure to keep him away from the knives)
