I would like to suggest for a contest revolving around the heist. Since the heist is about catching a thief, you can make it such that you get points for using law enforcers (judy, bogo, nick, buzz and woody) in heist and maybe city watch.
Since people will be competing to use the aforementioned heroes for the heist, you could make it so that you’ll get points as long as there are those heroes participating in it (it doesn’t have to be yours). Points can be calculated by the number of valuables are saved multiplied by the number of the heroes were in the battle.
The city watch points mechanics could stay the same.
