Only normal speed option since update.
There has never been an option to change the speed in heists. It would completely mess up the format as you would have 2 different parts of the game (the fight and the map) running at the same time but at different speeds.

They used to have it where it always ran in fast forward though. Here it is on Update 1.8 notes.
