Yes, we will only know that once the actual numbers can be seen ingame
“Increase” on the Patch Notes can mean 1% or 2000% this can significantly affect how strong the hero is in tier list

Which disc is best for him?
Flash and Skinner both have good disks.
But for Skinner, I would go more towards Mary disk. For Flash, it hardly matters.

Genuinely surprised at some of the selections that made it up to S-tier, concidering your grievances with these heroes:
Triton
Megavolt
Eeyore
Tigger
Captain Hook
Very curious to see how Triton, Helga, Vinny, and Flash made it up all the way in S-tier.

After Dragon, there is another update!
- Tier List itself won’t be updated until 5.0
- [New Feature] Between bigger updates, an indicator will be added above the tier list showing the positions of new heroes and other stuff, this will make it less confusing to find out where they land on the list.
- Jake Long is getting added below Chef Skinner
- Meilin Disk is the recommended one
- Abu is moving above Cinderella
- After 5.0: Ron Stoppable, Pete, and Ian Lightfoot won’t be S-tier heroes anymore
- Might be more, if the next refreshes/upcoming heroes will land in S-tier; it’s to limit the heroes listed in the top tier

And I should certainly still train him even though he’s bugged yeah? Considering he’s top tier while bugged.

• The Sharp Note is applied to hero who already have 3 Sharp Notes
• The Sharp Notes does not apply other heroes even there is no any Heroes Damage
• The Flat Note is applied to enemy who already have 3 Flat Notes
• The Flat Note Does not apply additional Attack Speed reduction and Reality reduction
