Out of all the super hero teams in the game, the Incredibles are the only team that is complete. There are several other super teams that are left unfinished. Here are heroes needed to complete them:

I am all for Big hero 6, but I could do without anymore ducks, thanks.

Well, Liquidator and Neptunia are not ducks. And Stegmutt used to be a duck. Now he is a dinosaur.

Besides, add either the Fearsome Five or the Justice Ducks and… Boom! You got a Darkwing Duck collection. Same goes for Big Hero 6.

Does OWCA count even though none of them are in game?

No. I mean superhero teams whose member are already in the game such as Big Hero 6. Adding members from OWCA would be starting a new team.
