Not exactly.
For starters, Night Owl is human and he came into creation by asking myself one question: What if the Joker murdered Bruce Wayne’s parents? Which gave birth of Night Owl’s arch nemesis: a Joker-like villain named Hydena.
There’s also a joker-like villain in Darkwing Duck named QuackerJack
